This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

As a Senior Applications Analyst/Developer, you will provide advanced professional knowledge and skills in information systems problem identification, requirements definition and determination of alternative solutions and to provide the analysis, design, development (coding), testing, implementation and support of Mainframe Systems Development Division (MSDD) systems, specifically the MMIS (Medicaid Management Information System). The position will also provide lead work and be a subject matter expert in the analysis, design, development (coding), implementation and support of the assigned project work.

This position is currently eligible for full-time telework:

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies.

  • Candidates residing outside of Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) require additional review prior to telework approval upon becoming a finalist.

  • Candidates located in Minnesota, or a bordering state, do not require additional review.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of four (4) years of technology experience as a Mainframe application developer.

Experience must also include the following:

  • Analyzing, designing, programming, and testing applications.

  • Working with COBOL and CICS as a developer.

  • Ability to evaluate and recommend alternative solutions to solve system level problems.

  • Ability to deliver effective verbal or written communications that facilitate a mutual understanding amongst all parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

  • Great attention to detail and time-management skills.

  • Working within a large diverse System Development Life Cycle (SDLC).

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Experience with Mainframe databases such as DB2 and VSAM.

  • Working knowledge of Endevor Version Control/Release Management.

  • Working knowledge of IDZ development tool.

  • Analytical thinking and problem-solving capability sufficient to identify problems, recommend alternative solutions, evaluate the best solution, implement the plan, and assess the effectiveness.

  • Ability to analyze and document an existing process.

  • Ability to perform task breakdown, provide effective technical estimates, and solve system-wide complex problems with minimal supervision.

  • Experience in a development role with a state-run system which manages Medicaid or with medical claims software.
