DRAPER CITY CHIEF BUILDING OFFICIAL in DRAPER, Utah

POSITION SUMMARY:

Under the general supervision of the Community Development Director, the Chief Building Official is responsible for the operation of the Building division, which includes building and code enforcement. Performs technical and administrative work including responsibility for on-site inspections and review of construction plans and specifications for compliance with city-adopted construction codes. Ensures that all construction within the city requiring a permit, complies with all construction codes as amended and adopted by the state, along with state statues and city ordinances.

Trains, and monitors work of the building inspectors; evaluates performance of the building inspectors. Checks construction plans for compliance with codes. Performs inspections for zone and yard location, footing and foundation, frame, wiring and plumbing to insure compliance with building codes and ordinances. Handles building inspection questions of a technical nature. Develops building inspection budget. Prioritizes and assigns work to the building inspectors. Monitors budget expenditures on a frequent basis.

ESSENTIAL FUNCTIONS:
  • Oversees the geologic and structural peer review process with third party consultants.
  • Prepares and submits Building and Code Enforcement division budgets; monitors budget expenditures 
  • Evaluates building permit fees, geologic and structural peer review fees, consistent with the City ordinances and regulations.
  • Assigns the examination of plans and specifications of residential, commercial, industrial, public and other developments to ensure compliance with building codes.
  • Directs and organizes all inspection activities.
  • Oversees the complex and detailed plan reviews of major projects and performs (or through the field supervisor) oversees the more technical and comprehensive inspections of industrial or commercial building and construction activities within the City.
  • Promotes a high level of customer service in the Building division and promotes good public relations.
  • Assists and advises contractors, craftsmen and homeowners regarding pertinent regulations.
  • Assembles and writes reports and maintains records of work performed.
  • Coordinates construction inspections with other city departments, contractors and developers.
  • Makes code interpretations.
  • Assumes responsibility for monthly census statistics and building activity reports to county, state, and federal
  • Attends and participates in professional group meetings; staying abreast of new trends and innovations in the fields of building inspection, plan review, and permit
  • Provides or coordinates staff training.
  • Works with employees to correct deficiencies and recommend discipline procedures.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
  • Education -- High school diploma or G.E.D. Associate's degree in construction management preferred.
  • Experience -- Five years inspection experience in building code enforcement as a building official, inspector, plans examiner, or comparable private sector position, including three years of work experience in a supervisory or managerial capacity. Must possess a combination of experience, certification, training or education that satisfactorily demonstrates the knowledge, skill and ability to complete the job.

  • Knowledge of --
    • Principles of supervision, and training and performance evaluation
    • Methods and practices involved in construction, contract administration, and compute equipment
    • Quality service practices, safety issues, and liability reduction
  • Skill with --
    • Drafting techniques
    • Adopted building, mechanical, plumbing and electrical codes; building codes and all other building related codes and ordinances as adopted by the state of Utah or Draper City
    • Advanced building code issues including basic engineering design and principles concerning the resistance of both lateral and vertical loading
    • Proposing and administering change within the department
    • Resolving differences of opinion in conducting inspections based on applicable codes, laws and regulations
  • Ability to --
    • Conduct any and all types of combination inspections; perform difficult structural inspections
    • Make presentations to groups and train staff members;
    • Read and understand drawings, diagrams, and specifications for construction projects
    • Communicate clearly and concisely, both orally and in writing
    • Communicate and interact effectively with architects, engineers, contractors and the general public
    • Supervise staff and prepare performance reviews;
    • Establish and maintain cooperative working relationships with those contacted in the course of work;
    • Deliver quality customer service
WORKING CONDITIONS AND PHYSICAL DEMANDS:

Position requires working in office and outdoors. Typical office setting with comfortable climate controls Outdoor performance of duties may require working in varied weather conditions such as extreme cold or hot conditions. Tasks require a variety of physical activities such as walking, standing, stooping, bending, sitting, reaching, talking, hearing and seeing, gripping, climb or balance, stoop, bend, kneel, crouch, or crawl. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving. Must be able to climb ladders, scaffolding and traverse construction sites and buildings in varying stages of construction in all types of weather conditions. May be subjected to extremely stressful conditions associated with enforcing compliance with adopted construction codes and ordinances. Considerable exposure to stress related to time deadlines. Must drive a motor vehicle. (Position will be required to use a vehicle to drive to addresses and locations throughout Draper City.).
