Bureau of Land Management Wildland Firefighter (Fire Management Specialist) in Boise, Idaho

This position is located with the BLM Fire & Aviation Directorate, Division of Fire Operations and Safety, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Advises leadership and senior staff at the national, regional, and field levels on fire management policy and implementation strategies to achieve long term land management and objectives. Handles complicated work involving environmental issues of critical climatic conditions and intense fire suppression, and extensive mechanical and biological fuels treatment. Assesses constantly changing hazards and environmental conditions of high safety risk jobs and widespread geographic dispersion of operations. Monitors wildland-urban interface, long duration fire season, climate change, and navigating differing expectations among partners and stakeholders and negotiates. Develops long-range agency strategic plans, and provides national leadership, guidance, and coordination to ensure plans are efficiently and effectively implemented. Conducts oversight and accountability review studies to evaluation for national/regional/state wildland fire and aviation programs in the bureau and interagency community. Makes final decisions/recommendations to significantly change and develop substantial agency level policies and program regulatory guidelines. Reviews existing agency and bureau policies and regulatory procedures to evaluate and determine overall effectiveness in meeting wildland fire and aviation management mission objectives. Formulates annual program budgets, national accomplishment narratives, reviews, and recommendations of programmatic proposals, supplemental and record keeping of overall program budget Administration and/or coordination of a bureaus wildland fire preparedness program. Requirements Conditions of Employment Qualifications Selective Placement Factors (SPFs): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Applicant must possess (or have possessed) any the following: Type 3 Incident Commander (ICT3), Division Supervisor (DIVS), Task Force Leader (TFLD), Prescribed Fire Burn Boss, Type 2 (RXB2) or Air Support Group Supervisor (ASGS). Currency is not required but you will still need to prove you held the qualification in the past. Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include To qualify for the GS-12 grade level, 1 year of specialized experience equivalent to the GS-11 in the Federal service is required. Examples of work experience include but are not limited to: advising on procedures and operations related to wildland fire preparedness and suppression; organizing and providing guidance for a wildland fire protection program or program component; implementing and reviewing the effectiveness of safety standards in wildland fire and aviation programs; and supervising and managing a district or state wildland fire management program or program component. To qualify for the GS -13 grade level, 1 year of specialized experience equivalent to the GS-12 in the Federal service is required. Examples of work experience include but are not limited to: advising on complex procedures and operations related to wildland fire preparedness and suppression; organizing and providing guidance for a wildland fire protection program; implementing and reviewing the effectiveness of safety standards in wildland fire and aviation programs; and supervising and managing a district or state wildland fire management program Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties. Physical Demands: The work is normally sedentary, however, some physical exertion related to site visitations and fire line assignments is required. Walking on rough, uneven terrain, long periods of standing, and exposure to extreme heat, smoke, and temperatures is required. Work Environment: Work is normally performed in an office setting but also includes field work. During the wildland fire season, field work may involve high risk exposure to potentially dangerous situating or stress. The field work environment involves occasional exposure to moderate risks and discomforts which usually require protective equipment to be worn. A range of safety and other precautions are required. Exposure to risks such as wildfire, heat, smoke, falling rocks and trees, etc., are a part of the job during wildland fire season. Work may require flying in small fixed-wing and rotary-wing aircraft. Incumbent will adhere to all safety rules and regulating as prescribed in manuals/supplements or by the designated Safety Officer. There is no substitution of education for specialize experience at the GS-12 and above grade levels. Firefighter Special Retirement (Secondary Coverage): This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
